Discounts Offered to Consumers Who Have Suffered A Loss Or Reduction Of Employment Will Not be Considered “Discriminatory”

The Governor has signed into law an amendment to the California Unruh Civil Rights Act (which prohibits discrimination in business) to provide that any discount offered or provided to consumers who have suffered “the loss or reduction of employment or reduction of wages” will not be considered discriminatory. The new law, which adds Section 51.13 to the California Civil Code, was approved by the Governor and as an emergency measure, it takes effect immediately. The text of the new law is attached.
